Tenants should first identify problems shared by other residents and then work together to find a solution. The best way to gather other tenants and identify these problems is to simply ask. Talk to neighbors in common spaces, knock on their doors, or invite an organizer from a community-based organization such as the Mass Alliance of HUD Tenants to help identify other active tenants and the problems they may be facing. Tenants may also conduct a survey, either written and placed in their doors, or by knocking and asking directly, to identify what people are concerned about and to discuss how you might start to work on the problems.

After you can come up with several problems to work on, you need to decide which problems are most important and to work on them in that order.

Finally, you need to agree on a strategy to work together to resolve the problems.

Remember, it may not always be possible to achieve all of your goals, it is important to evaluate the work you're doing and decide if a different approach may be necessary. When you achieve a goal, celebrate, and share you progress with everyone in the tenant association.
